Context and objectives
The French rail network had experienced a long period of under-investment in infrastructure renewal. Against this backdrop, Réseau ferré de France and SNCF – Infra commissioned an audit from Professor Rivier of the Swiss Federal Institute of Technology in Lausanne (EPFL), with Yves Putallaz acting as operational director.
Approach and results
The audit was built on three stages:
- an objective diagnosis of infrastructure condition,
- a critical review of maintenance policies (routine maintenance and renewal),
- and an estimate of maintenance and renewal funding requirements over 20 years.
Annual renewal budgets have since risen from €600 million to more than €2 billion.
