Modelling asset life cycles and portfolio condition; analysing historical OPEX/CAPEX (operating and capital expenditure); projecting resource requirements, performance and risks; and forecasting the evolution of the grey debt: behind every strategy and investment decision lies a real-world situation that needs to be quantified and trajectories that need to be illuminated. Without reliable data and robust models, trade-off decisions amount to little more than a gamble.

In practice

For the bridge networks managed by Infrabel and SPW-MI, our long-term investment scenarios – which tracked projected changes in asset condition and network risk – helped inform strategic choices by identifying a target annual budget and optimising budget allocation. For SNCF Réseau, modelling the condition of the national rail network and scenario modelling of investment trajectories helped secure an additional €1.5 billion in investment to combat infrastructure ageing.

Negotiating on a solid, objective basis

Entering into a contract with the authorities for a multi-year investment plan or a public service concession, the process of returning assets at the end of a concession or public-private partnership, etc.; these stages entail significant responsibilities. They require a robust understanding of the assets’ current condition and performance, as well as short-, medium- and long-term financial needs (covering both CAPEX and OPEX).

Auditing asset management practices, preparing for and guiding the transition to ISO 55001 certification, raising team awareness and providing training: structuring an organisation around asset management requires time and specialised skills.

RATP Infrastructures obtained ISO 55001 certification in 2022 and has maintained it since – covering 1,285 km of track and 386 stations – while Südostbahn (Switzerland) conducted an asset management maturity assessment in 2025.
