In 2010, Réseau Ferré de France launched an initiative to build a cost model for its infrastructure. The tool was intended to support the management and control of network maintenance costs, the appraisal of development projects, network usage charging, and wider thinking on the company’s overall strategy.
The work was divided into three strands: data processing (econometrics), scientific and technical support, and econometric expertise.
The cost model was used primarily to underpin access charging for the national rail network.
