Context and objectives

Infrabel is pursuing a policy of reducing the number of switches and crossings. Within this framework, the assignment was to establish the economic case for removing bi-directional signalling crossovers (known as IPCS in French railway terminology), weighed against operational robustness and maintenance economics, and in particular the bundling of maintenance works.

Approach and results

The approach comprised four strands:

  • Modelling and simulating the maintainer’s organisation
  • Modelling and simulating maintenance economics (progress rates, unit costs)
  • Simulating the effects on operational robustness
  • Establishing the overall economic equation on a probabilistic basis
